Who is eligible for product rebates?
You must be a resident of Spokane County sewer service area to receive a rebate.
You qualify if:
- You receive a Spokane County sewer bill each month or you live within the County
sewer service area but are not yet connected AND you are the legal owner of the
property
- Spokane County sewer service areas are blue or green
shaded areas within maps for North Spokane or Valley
- And residents connected to County sewer in the Hangman

What is an HET?
An HET is a high efficiency toilet. HETs use 1.28 gallons per flush but are not
"low flow" and do not sacrifice flushing performance. Current plumbing code requires
toilets to use no more than 1.6 gallons per flush. An HET uses 20% less than a current
standard toilet. The U.S. EPA currently labels HETs with the "WaterSense" label,
which makes it easy for consumers to recognize and identify toilets that are the
most water-efficient.
Where do I buy qualifying products?
Several retailers and suppliers – such as appliance stores, home improvement stores,
plumbing supply stores and hardware stores offer WaterSense high efficiency toilets
(HETs) and ENERGY STAR clothes washers. Click here

How do I determine gallons per flush (GPF)?
To receive a rebate for a high efficiency toilet, the toilet you are replacing must
use 3.5 gallons of water per flush.
There are several ways to determine GPF:
- The gallons per flush is generally printed on top of the bowl between the toilet seat and tank.
- If you know the age of your toilet, check the list below to determine how much water
it uses:
- Pre-1992: 3.5 to 7 gallons per flush
- 1992 to 1994: 1.6 to 3.5 gallons per flush
- 1995-present: 1.6 gallons per flush
- Check your toilet for a manufacturing date stamp. A date may be:
- On top of the bowl and in front of the tank
- Inside the tank
- If you know how to read your water meter, you can record the reading, then flushing
once and reading it again. Then subtract the first reading from the second to determine
the water used.
- You can turn the water off to the toilet and mark the water level in the tank with
a piece of tape. Then flush to remove the water. Next fill the tank with a container
of known volume, such as a 1-gallon milk jug. Keep track of how much water it takes
to fill the tank. NOTE: Use caution when turning on and off the water to the toilet
and watch for any leaks. Alternatively, you can avoid turning off the water to the
toilet by holding the float ball up when the tank is empty.

What can I do with my old toilet or clothes washer?
- If you are replacing a toilet that uses more than 3.5 gallons per flush, do not
re-install it at another location. Please dispose of it in a way that ensures it
will not be re-installed.
- If you are replacing a clothes washer, please dispose of the old washer responsibly.

How do I fill out a rebate form?

960-6356 to have an application mailed to you.
What should I include in my envelope?
Once you fill out an online application, you will receive a confirmation page. Print
it and mail it along with your sales receipt. A sales receipt is required to process
your rebate.
What if I can’t print my application confirmation?
If you are not able to print your confirmation, please write the confirmation number
directly on to your sales receipt and mail it in.

How long before I see my rebate?
It takes approximately 4-6 weeks to process your rebate.
I am a Spokane County sewer customer; how do I get my rebate?
If you receive a sewer bill from Spokane County, your rebate check will be mailed
to the address on your application.

I bought a product for under $100 – do I still get a rebate?
If the qualifying product you buy is less than $100, you will receive a rebate for
the amount you paid.
I have three bathrooms – how many HET rebates can I get?
You may apply for up to two HET rebates ($200 maximum) and one ENERGY STAR clothes
washer rebate.
I purchased an ENERGY STAR clothes washer last month – can I apply for a
rebate?
Products must be purchased by December 31, 2012 to qualify
for a rebate. Your complete application must be submitted no later than 90 days from the date of purchase.
